That simply isn’t what Newton’s “most famous law of motion” states. Rather, we have F = (d/dt) p, where p= mv is the momentum. So,

you actually have two terms, F = m a + (dm/dt) v

This is rocket science, but taught in high school physics.

With the above, now you could explain kinetic induction to the lay person, without going into Maxwell’s laws.
